How can my friend get custody of his daughter?

My friend just moved from florida, now lives in CT because his ex stopped paying rent for an apartment they lived in. he didnt have a job for a few years when they were together, so he stayed home with their now 4 year old daughter. He left the state because he had nowhere to go. He now has a stable job and place to live. The mother will not allow him to see his child. Can he get an attourny to file for joint custody? If so, is there a chance he will be granted custody? Please, if u know of any good lawyers in ct or fl, let me know. I appreciate your help
