Gypsy's in England and Exploiting of Children?

I have been watching My Big Fat Gypsy Wedding on BBC America. I am confused on how some of these parents do not get arrested for child endangerment. It appears by what the BBC is airing that one would be lead to believe that the Gypsy community walks a fine line in regards to child porn? Has the government ever explored this? The children are dressed in very provocative clothing at a very young age.
